Why Ordinary Loading Rights Will Not Cover You
Here is the assumption that catches out the largest number of people: the belief that because you are loading, you are allowed to be there.
Loading exemptions are real, and they are short. Councils typically permit continuous loading on a single yellow line for around 30 minutes, and in parts of London the figure is closer to 40. They also require the loading to be genuinely continuous, which is not the same as a vehicle standing there all morning while people go up and down stairs.
A house move takes a working day. Even a small flat rarely loads in under an hour and a half. The everyday exemption everybody quietly relies on runs out long before the wardrobe does.
Loading exemptions also do not apply everywhere. Kerb markings indicating a loading restriction override them. Bus stops, cycle lanes, dropped kerbs and red routes are off limits regardless of what you are carrying.
Which One Do You Actually Need?
The question is not which sounds more official. It is whether you need the space held, or simply need permission to stand somewhere restricted.
You need a suspension when the street is busy and the space must be guaranteed. Resident permit bays, pay and display bays, and any street where arriving to find a free space is a matter of luck. This is the option that produces signage and legal protection for the space itself.
You need a dispensation when there is somewhere to stand but it is restricted. A single yellow line outside the property, for instance, where the practical problem is the restriction rather than competition for the space.
You may need both, at both ends. This is the part people miss. Your move has two addresses, and each one has its own council, its own rules and its own application. Arranging the origin beautifully and forgetting the destination is a common and entirely avoidable mistake.
You may need neither. A private driveway that takes the vehicle, a gated development with internal access, or an unrestricted street with reliable space. Worth confirming rather than assuming, particularly the driveway, since a large removal vehicle needs considerably more room than a car.
How to Work Out What Your Street Requires
Five minutes of looking, ideally before you book anything.
Look for controlled parking zone signs at the entrances to the street. These state the hours during which restrictions apply. If your move falls inside those hours, assume you need something arranged.
Read the small signs on the poles beside the bays. Resident bays, shared use bays, pay and display and loading bays all behave differently, and the plate tells you which is which and when it applies.
Check the kerb markings as well as the lines. Short marks on the kerb itself indicate loading restrictions, which are separate from the yellow line and frequently overlooked.
Then check your council’s website for the specific process. Every authority publishes its own forms, fees and notice periods, and they differ far more than people expect.
Photograph the street. Useful for your own application and genuinely useful to whoever is quoting for the move.
Notice Periods, Which Are the Real Trap
Cost is the thing people ask about. Timing is the thing that actually goes wrong.
Notice requirements vary from about a day to several weeks depending on the authority and the type of application. Dispensations tend to be quicker, sometimes as little as 24 hours. Suspensions take longer because the council has to produce and install signage, and some authorities need well over a week of working days.
Two details make this worse than the headline figure suggests. Notice periods are usually stated in working days, so a bank holiday weekend quietly removes several. And some councils apply substantial surcharges to short-notice applications, or decline to process them at all inside a certain window.
The practical rule is to start this the day your date is confirmed rather than the week of the move. It is a job with a queue attached, and queues do not care how organised you have been about everything else.
What It Costs, and Why the Range Is So Wide
There is no national scheme, so there is no national price. Councils set their own fees and revise them regularly, commonly each April.
Dispensations are generally the cheaper option, often a modest administration charge per vehicle per location. Suspensions cost more, because you are effectively buying the bays, and several authorities charge the normal parking tariff for that street on top of any admin fee. In busier urban areas the daily figure per bay can be considerable.
Two quirks worth knowing. Some councils waive the suspension administration fee specifically for domestic removals, so it is always worth checking rather than assuming the commercial rate applies to you. And most removal vehicles need two bays rather than one, with two vehicles needing about three, which is roughly fifteen metres of kerb. The quoted per-bay price is not the whole bill.

Things You Are Not Allowed to Do
Every street has somebody who has decided to solve this privately. It does not work.
Putting cones out does not reserve anything. Neither do wheelie bins, garden chairs or a hopeful traffic cone acquired from an unclear source. Reserving public highway space requires council authorisation, and unauthorised objects can be removed by enforcement officers. The space is not legally yours and another driver may take it perfectly lawfully.
Parking your own car there overnight is a grey area at best. It occupies one space, a van needs two, and you then have to move your car at the exact moment the crew arrives, which is the busiest ten minutes of the day.
A dispensation does not let you block things. Bus stops, cycle lanes, dropped kerbs and junctions remain off limits, and double yellow lines are frequently excluded from dispensations entirely.
Assuming the crew will sort it on arrival. They cannot. Applications take days, not minutes, and a vehicle standing illegally accrues penalties that somebody has to pay.
What Goes Wrong When Nobody Arranges It
The carry gets longer, and so does the bill. Removals is priced on time as well as volume. A van a hundred metres away turns a five-hour job into something considerably longer, and every item makes that journey.
Penalty notices. A vehicle parked without authorisation can be ticketed, and in some circumstances removed. Who pays depends on your contract, and it is a conversation nobody wants at four o’clock.
Somebody parks in your suspended bay anyway. This does happen, which is precisely why the signage matters: with a valid suspension the council can enforce against the offending vehicle. Without one you have no standing at all.
The delay lands at the far end. Loading slowly means unloading late, and unloading late means unpacking in the dark on a day that already involved waiting for keys.
Whose Job Is This?
Worth settling early, because it is a common source of confusion between customer and firm.
Practice varies. Some firms apply on your behalf. Some councils require the application to come from the operator of the vehicle, which means the firm has to do it. Others expect the resident to apply, since the resident is the one with an interest in the address. Plenty of removal companies state plainly that parking is the customer’s responsibility.
Whichever applies, the firm holds information the application needs: vehicle registration, dimensions, the number of bays required and the realistic start and finish times. Ask at quote stage who is doing it, and get the answer in writing rather than assuming somebody else has it in hand.
One further point specific to London: if the property sits on a red route, the application goes to Transport for London rather than the borough, which is a different process and a different timescale.
